..

..
M EMORl\N DUM

COLORADO WATER CONSERVATION BOARD
David W Walker
DIH>ctOI

DATE:

Gene Jencsok
Randy Seaholm ~
June 25, 1991

TO:

FROM:

SUBJECT:

Review of Gunnison Hydrology presented by USBR at
May 6, 1991, meeting concerning Gunnison River
Reserved Right.

My comments on the hydrology summary and draft contract
provided by Reclamation are as follows on an item by item basis:

1- Natural flow into Crystal Reservoir= 396,000 (1977)
Natural flow into Crystal Reservoir=1,266,850 (1940-1985)
Natural flow into Crystal Reservoir=1,323,000 (1906-1983)
Natural flow into Crystal Reservoir=1,224,700 (1940-1983)
Natural flow into Crystal Reservoir=1,344,764 (1906-1985)

Natural flow is defined as the undepleted, unregulated
inflow to a point. Reclamation's officially approved natural flow
data base is only for the period 1906-83. The natural flow values
here are the sum of (1) Taylor Park inflow (2) plus gains above Blue
Mesa plus (3) gains above Crystal in the USBR natural flow data
base. The first value shown represents the driest year of record.
The 1940-85 period has several dry year sequences including the
critical period of record for the Colorado River Basin. Thus, I am
comfortable using it even though it is higher than the 1940-83
period it is still less than the long term average.

2. Natural flow into Blue Mesa Reservoir= 329,000 (1977)
Natural flow into Blue Mesa Reservoir=1,067,410 (1940-1985 )
Natural flow into Blue Mesa Reservoir=1,132,000 (1906-1983)
Natural flow into Blue Mesa Reservoir=1,039,900 (1940-1983)
Natural flow into Blue Mesa Reservoir=1,146,000 (1906 1985)

The natural flow value here is the sum of (1) Taylor Park
inflows plus (2) the gains above Blue Mesa.

BJ24.memo
