Climatic conditions vary from that of arid desert in the lower section (elevation 5,100 feet) to a heavy pre- cipitation alpine condition in the higher sections of the upper perimeter of the basin. Except for the Continental Divide between the North Platte and Colorado River drainage, which form the northeast boundary, the basin is surrounded by watersheds tributary to the Colorado River. The higher sections of the basin re~h elevations of over 12,400 feet. The status of land ownership has remained about the same in recent years with 65 percent ~ublic and 35 per- cent private. An increase in irrigation involving the use of private land, and an increase in recreation development, primarily involving the use of public land, is anticipated.
