Provides for Congress to retain approval for annual <br />expenditures of funds. <br /> <br />Moore stated that the bill is being circulated within <br />Interior and that an advance copy has been sent to OMB. In- <br />formally, OMB has no problems with the legislation, since it <br />is wholly funded outside of the fe<;leral budget. . <br /> <br />. <br /> <br />It was mentioned that if legislation is proposed by the <br />states, then no environmental impact statement documents would <br />be required with that legislation. However, with the USBR <br />legislation, such documents are required. <br /> <br />Proposed CREST Program, Activities <br />Schedules, and Costs <br /> <br />Jerry Klazura, USBR, referred: to a document distributed <br />to ~ommitte members, identified as CREST-Program Plans. He <br />reviewed the information in this report, identifying the major <br />pro~ram activities, the time schedule, and program resources. <br />He stated that the,USBR foresees chat 39 staff people from <br />USBR would be involved in the CREST Program but not all would <br />be from the Division of Atmospheric Resources Research. The <br />primary emphasis of., the program will come from contractors, <br />with 78 percent of the total program cost being contracted <br />out, with only 22 percent representing internal USBR costs. <br /> <br />CRSS Studies <br /> <br />Mik Cowan, USBR, reported on the CRSS model of the <br />Colorado River system, which is the currently-utilized computer <br />model for all USBR studies. Cowan stated that the CRSP model <br />is nO longer in use, and that the Ribbins model is used only <br />by the Salinity Control Forum. He explained the basis of the <br />application of the CRSS model to the CREST Program, and a copy <br />of the Major criteria & Assumptions is attached to this report. <br /> <br />C-31 ' <br />
