<br />003290 <br /> <br />\ <br />i <br /> <br />Field work was accomplished in the Grand Mesa area in <br />January and February of 1983. This field work confirm that <br />t~e liquid water content in clouds is confined to elevations <br />close to the ground surface, within two to three L~ousand <br />feet above the qround elevation; the liquid water content is <br />~or~ed on updrafts over the mountains and declines on G~e lee <br />side of mountains. <br /> <br />The 1983-84 winter field program is also projected to be <br />concentrated over the Grand Mesa area, operating through a <br />field site that is being established in the Montrose area <br />this summer. It will involve two phases: equipment development <br />and testing, and physical measurements in storms. The equip- <br />ment that will be developed and tested in place would be (1) <br />radio-controlled silver iodide generators, (2) remote tele- <br />metered liquid water/wind/temperature station. (This would . <br />include, in addition to the basic remote station developed by <br />the USBR, additional data gathering equipment to be placed <br />thereon) and (3) remote telemetered precipitation gage. <br />, <br /> <br />silve=an stated that the research effort that is being <br />undertaken under the CRADP is leading to the identification <br />of new methods and updated equipment to conduct the cloud <br />seeding operation under the CREST Program, and he hopes that <br />this research program will be able to be continued after CREST <br />is authorized. However, he does not know what will be permitted <br />under future budgets. <br /> <br />Draft Legislation to Authorize CREST <br /> <br />Lew Moore, USBR, reported on the need for legislation' to <br />authorize th~ CREST Program which stemmed basically from <br />restrictive language in the Senate Budget Bill for 1983 FY. <br />He said that "the USBR drafted legislation in January and <br />since then the draft bill has progressed through several levels <br />of review. He ran through the main features of the draft bill <br />and copies were made available to the committee. The main <br />features of the bill are as follows: <br /> <br />l. Provides authority to conduct the CREST Program. <br /> <br />2. Provides for consultation with other federal agencies <br />and states. <br /> <br />3. Provides that the cost of the program is to be paid <br />out of power revenues from the Colorado River federal hydro- <br />electric projects. <br /> <br />C-30 <br /> <br />j.; <br />'i; .
