Mr. Kent Larsen, Acting Director of the Office of Water
Policy, Department of Interior, talked informally with the
Executive Subcommittee at some length. He discussed activities of
his agency, pending legislation, and goals and policies oT the
present Administration.
In the morning of September 14, the Subcommittee had arranged
a tour of the National Weather Service Colorado Basin River
Forecast Center. Dr. Gerald Williams made a short presentation on
the history and organization of the Center and the mu1tiagency
Colorado' River Forecasting Service. Following this, Don Laurine
demonstrated the data collection monitoring equipment.
Considerable discussion took place concerning Colorado River
runoff forecasting, and it was apparent that there was a great deal
of interest in this subject. Several members felt quite strongly
that PSIAC should become involved in this activity, and after much
deliberation, the Subcommittee passed a motion:
"To instruct the Water and Vegetation Management Technical
Subcommittee to advise the Executive Subcommittee at the
December meeting on the desirability of establishing' an ad hoc
committee on Colorado River forecasting."
Inherent in this motion was a desire to ascertain whether
PSIAC could be of assistance in any way to the Colorado River
Forecasting Service in the accomplishment of their charge.
The final action of the Subcommittee was to elect the Corps of
Engineers as Chair agency for the FY 1984 year.

Technical Subcommittee Reports
Water and Vegetation Management Subcommittee: Bob Erwin, Chairman,
reported on the meeting held Wednesday morning, September 14. (A
copy of his report is shown in Part C, page C-24.)

Environment and Recreation Subcommittee: No meeting has been held
since September 1982. A letter was received from Jim Sears,
Chairman indicating that he had tried to schedule a meeting but was
unsuccessfu 1.

B-4
