<br />003209 <br /> <br />Salt Lake County Flooding: Terry Holzworth, Director of the Salt <br />Lake County Flood Control and Water Quality Office, gave a <br />perceptive talk on some of the longer-range, lesser-known <br />ramifications of the recent flooding in Salt Lake County. He said <br />that the reason his office was successful in coping with the 1983 <br />flooding was because of the practice they had in 1980-81, and <br />particularly in the fall of 1982. They were able to clear many <br />channels in the winter of 1982-83, and also developed the mechanism <br />and structure to mobilize the many volunteers which they learned <br />would come forth. He said that developing good media relationships <br />had been extremely valuable. <br />Mr. Holzworth said that though cleanup after flooding is a <br />tremendously time-consuming and expensive process, it does not <br />receive the attention it requires. It is doubtful whether people <br />realize that summer cloudburst flooding is historically the biggest <br />problem in Salt Lake County, and manpower has just not been <br />available to adequately restore stream channels and flood control <br />works to their original capacity, while at the same time repairing <br />damage to other city and county property. <br />Mr. Holzworth closed by calling for new ideas on how to <br />approach flood control planning and management. He said it was <br />definitely not enough just to give authority to local governments <br />or to have FEMA (the Federal Emergency Management Administration) <br />come in after the damage is done and coordinate the cleanup. <br /> <br />Executive Subcommittee Report <br />Barry C. Saunders, Chairman, presented the Executive <br />Subcommittee report. There were twelve in attendance at the <br />Executive Subcommittee meeting'September 14, representing three <br />states and three federal agencies. <br />Vern Valantine gave a brief report on the May 19 meeting of <br />the Augmentation Task Committee at the USBR Office of Atmospheric <br />Research.
