Both <br />the 1929 and 1948 rights were In priority since the Colorado River was running well in excess of 1.250 <br />cfs and It was expected that Green Mountain Reservoir would fill. A letter from the USBR conflnnlng <br />that there was adequate water to fill Green Mountain Reservoir was received by our office on May 3, <br />1999. It was understood that power Interference at Green Mountain Reservoir was to be. replaced under <br />arrangements similar to those In past years and that diversions would be tennlnated If necessaj'y to <br />assure the filling of Green Mountain Reservoir. <br /> <br />Colorado Springs Utilities continued to divert water under the 1929 Blue River Water Rights through <br />September 22, 1999. Numerous calls were placed on the Colorado River throughout the 1999 water <br />year. <br /> <br />During the 1998-1999 diversion period, 2,120 acre-feet was temporarily stored in the Upper Blue <br />Reservoir. As of September 30, 1999, the Upper Blue Reservoir contained 1,195 acre-feet. A total of <br />8,382 acre-feet of 1948 water was transferred through the Hoosier Tunnel during the 1999 water year. <br /> <br />Colorado Springs Utilities did not receive a call from the Division 5 Engineer'S Office that the flow at <br />Dotsero had dropped below 1,250 cfs and the City of Colorado Springs' 1948 water rights ware in pri!lrity. <br />Colorado Springs did not divert any 1948 water after September 30, 1999. It was detennlned by the <br />Division 5 Engineer that Green Mountain Reservoir did meet the 'paper fill'. <br /> <br />In accordance with Paragraph 4.(1) of the Stipulation, there are Included with this report, nine tables with <br />narrative explanation. The purpose of these tables Is to identify the diversions of the Blue River Project <br />for the 1999 water year deliveries of water to the Colorado Springs' potable system by source, retum <br />flows to Colorado Springs Utilities Wastewater Treatment Plant, and utilization of these retum flows, <br />specifically the 1948 Blue River retum flows. <br /> <br />If you have any questions regarding this report, please contact Scott Howell at 719/448-8720. <br /> <br />Sincerely. <br /> <br />o)~c~. ~ <br /> <br />Leah D.
