Omehe, Nebraska 68114 <br />"A President/al State-Federal River nECEIVEOion" <br /> <br />M E M 0 RAN DUM <br /> <br />OCT 2 9 1974 <br />COlO, WAT[R <br />CONSERVATION BOARD <br /> <br />TO: <br /> <br />Framework Update Committee <br /> <br />FROM: Chairman, Framework Update Executive Group <br /> <br />SUBJECT: 1975 National Assessment Memorandum of Agreement <br /> <br />DATE: October 25, 1974 <br /> <br />Time did not permit complete review by the MRBC staff; however in the <br />interest of reaching concurrence among the Update Committee members and <br />to expedite the progress of negotiations to obtain necessary funds from <br />the Water Resources Council, it is believed that this first draft -- though <br />it needs polish -- is sufficiently coherent and organized to warrant review <br />now and action later by the committee members at the November 5th meeting. <br /> <br />As you know, the MRBC Chairman has been delegated the responsibility <br />to sign the Memorandum of Agreement (MOA) -- the work agreement by MRBC <br />upon approval of the MOA by the Framework Update Committee. <br /> <br />The Chairman would like to have committee approval as soon as practical <br />in order to permit getting Council concurrence and funds through negotiation <br />by January 1, 1975. This would then permit the Regional Study Director for <br />the National Assessment to commence contractual employment at that time ~ <br />be pai d enti re1 y out of Nati ona 1 Assessment funds, not tlRBC opera ti nq funds). <br />The Regional Study Director will work under the general guidance of the <br />Framework Uodate Committee which is the Overview Committee referred to in a <br />footnote on page 1 of Table 1. This nomenclature will be explained by the <br />Director of Planning at the committee meeting on November 5th. A copy of <br />the Regional Study Director's job sheet is attached. <br /> <br />Upon approval of the MOA by the Framework Update Committee, work state- <br />ments will be developed by the Executive Group requesting specific products <br />from the states and federal agencies. These work statements will include <br />the required products to complete both the Framework Update and the Assessment <br />activities.
