<br />VI PROGRESS REPORTING <br /> <br />The Regional Study Director will prepare and submit to the WRC a progress <br />report at bi-monthly intervals. The primary purpose of this report is to <br />indicate progress and to highlight problems encountered (or expected to <br />occur) which may require the attention of either the WRC staff or the Federal <br /> <br />agency management. Also, at the completion of each <br />Activity, the Regional Study Director will prepare and submit to the WRC a <br /> <br />technical memorandum containing a description of the subactivities performed and <br />the products (identified in Section III) which have been developed. <br /> <br />VII MODIFICATION PROCEDURES <br /> <br />The possible need for modification, amendment and/or revisions to this <br /> <br />MOA during implementation is recognized. This Missouri River Basin Commission <br /> <br />concurs with the WRC that maximum flexibility is desired in conducting the <br /> <br />1975 Assessment. Therefore, because of the difficulty in being able to clearly <br /> <br />describe what is a "major change," the Missouri River Basin Commission proposes <br /> <br />the following minimal requirements as guidelines for revisions. <br /> <br />A major change is defined to be one which the WRC Project <br />Officer and the Regional Study Director concur is of substantial <br /> <br />&r- <br />(0 <br />(r) <br />-i <br /> <br />importance relative to the objectives, implementation procedures, <br /> <br />and/or products of this Agreement. For such revision, whether <br />suggested by the WRC or by the Missouri River Basin Commission <br />the changes proposed as well as the response (both supported by <br />appropriate documentation) are to be transmitted by letter. It <br />is agreed that major changes will not be executed prior to <br />referral and comment by the WRC's National Programs and Assessment <br />Committee. <br /> <br />Proposed minor changes may be executed following oral <br />communication between the Regional Study Director and the WRC <br />Project Officer (or his designee); such changes are to be reported <br />by the Regional Study Director in his subsequent bi-monthly status/ <br /> <br />progress report. <br /> <br />-19- <br />
