<br />B. Funding Plans <br />Table 3 summarizes the budgeted expenditures for each fiscal year by <br />object classification. The total estimated budget for the three fiscal years is <br />$286,000 of which only $200,000 have been currently allocated by the Water <br />Resources Council to conduct the Specific Problem Analysis in the Missouri River <br />Basin region. An additional $86,000 which is available in the Contingency Fund <br /> <br />held in reserve by the Water Resources Council is required for the Missouri <br /> <br /> <br />River Basin Commission to conduct the Specific Problem Analysis in Missouri River <br /> <br />Basin region as outlined in Section III of this Agreement. When received from <br />the Water Resources Council, the $286,000 will be expended to conduct the Specific <br />Problem Analysis and related activities. <br />~(, 000 <br />The additional $&B,eB0 (being held in the Contingency Fund) will be required <br />for the Missouri River Basin Commission to articulate the State/Regional viewpoint <br />concerning water and related problems and issues and to display and describe this <br /> <br />viewpoint in a nationally consistent format. To obtain this viewpoint and also to <br /> <br />have maximum value to users, the states must have a major role in the Assessment <br /> <br />efforts. It should be noted that the states will be asked to commit substantial <br />~~ manpower and funds to an assessment mandated at the Federal level, for which <br />no state appropriations have been programmed. Specifically, the substa~tial efforts <br />will be required from each of the ten states to provide extensive intrastate as well <br />as interstate coordination among each of the states. The states will be requested <br />to: (1) Establish the state goals, objectives and desires with regard to national <br /> <br />and regional development, economic growth, environmental quality and social well <br /> <br />being of the states population; (2) Determine the preferred alternative future <br />for their state and display how it deviates from the central case, the modified <br />central case, and the Regional Preference Future; (3) Identify, analyze and <br />describe problem areas, problem issues and opportunities as they are affected <br />by the state/regional and nationwide assumptions and methodologies; (4) Determine <br />and display the impacts and ramifications associated with choosing each of the <br /> <br />r-- <br />w <br />(Y') <br />.... <br /> <br />-17- <br />
