Identification, analysis and socio-economic--physical description <br />of problem areas and issues and opportunities based upon both <br />the state-regional and nationwide assumptions utilized. <br /> <br />. Determination and display of impacts and ramifications associated <br />with choosing each of the alternative futures, as well as the <br />impacts associated with accommodating or resolving the major pro- <br />blems relative to developable opportunities for existing and <br />projected demands and needs for various related water and land <br />resources functions such as water supply, water quality, recreation, <br />irrigation, flood control, wastewater management, etc. <br /> <br />. Participation in the determination of state-regional priorities, <br />conclusions and recommendations for future water and related <br />resources programs and activities. <br /> <br />. Participation in the joint regional endeavors of research, delineation <br />and documentation of the ten states' diverse programs and capabilities <br />as well as those of private and nongovernmental entities to determine <br />the regional consensus of what the Federal role should be for meeting <br />the future needs and desires of the states, the region and the nation. <br /> <br />The extensive effort to obtain coordination required among Federal agencies <br />because of fragmented jurisdictional mandates is well recognized. Equally important <br />and comparable is the extensive coordination required among the many agencies in <br />anyone state of the basin states. On top of all this are the coordination and <br />collaboration required to bring ten states, ten federal agencies, and two compact <br />commissions together to produce results and recommendations including state and <br />regional priorities, that are acceptable to the MRBC as a whole. Substantive <br />efforts through a process of give-and-take will be required in several steps to <br />achieve this. <br /> <br />Planning in the Missouri Region at least must not only address problems--the <br />National Assessment is problem oriented--but must also explore and analyze oppor- <br />tunities that exist or will be forthcoming for conserving, utilizing, controlling <br />and developing precious water resources. Such added efforts are in accordance with <br />the approach required by the new Principles and Standards. <br /> <br />The tremendous increase in workload engendered by the 1975 National Assessment <br />would require an extension of MRBC staff capability. It is planned at this time to <br />extend staff capability through outside contract work with competent individuals <br />and firms. <br /> <br />Our analysis of the situation on what MRBC and its individual state and federal, <br />member agencies must do on the regional assessment as summarized above, clearly <br />indicates ample justification for a budget increase to MRBC. Accordingly, I am <br />requesting that the WRC allocation to MRBC of $200,000 be increased to $286,000.
