<br />. <br /> <br />'\ <br /> <br />II. ARCC responsibilities/Goals/Objectives <br /> <br />The Executive Order lists the following responsibilities for the ARCC: <br /> <br />a. "Provide advice to '" the State Engineer on ... rules relating to the <br />administration of water in the Arkansas basin, including ..,: <br /> <br />(1) .. , post-compact pumping depletions to useable statel ine flows <br />required to meet interstate compact obligations; <br /> <br />(2) ... pumping depletions to the flow of the Arkansas River In <br />Colorado; ,.., <br /> <br />b. Provide recommendations to the Governor, General Assembly, Attorney General, <br />State Engineer, and Water Conservation Board on an appropriate remedy for past <br />depletions to useable stateline flows (if) the Supreme Court of the United States <br />(so) finds .., or ... the states ... decide to negotiate a remedy, <br /> <br />c. Make recommendations to support efforts ... to accomplish water, <br />wildlife, and recreation goals for the Arkansas River and associated <br />reservoirs .... II <br /> <br />Executive Order, paragraph 4 <br /> <br />The Executive Order directs the ARCC to "help to identify creative, coordinated, equitable, <br />effective, and economical actions related to the full scope of its responsibilities." Executive Order, <br />paragraph 3. The ARCC recognizes the importance and value of a coordinated response to the <br />responsibilities before it and will strive to develop an integrated solution and consensus .positions on <br />all issues through a full airing and consideration of all points of view. The understanding of each <br />others perspective will be as important a the actual advice developed by the ARCC. <br /> <br />The ARCC has had 3 meetings to date (September 22, October 12, October 27, 1994). Out of <br /> <br />those meetings has come a better understanding of the responsibilities assigned to it and the factual and <br /> <br />legal background for those issues. Due to the ongoing nature of the litigation with Kansas, certain <br /> <br />issues can not be finally resolved at this time. Other issues demand or are susceptible of a more <br /> <br />immediate solution. This work plan incorporates both a degree of flexibility and urgency in its <br /> <br />schedules, in an effort to meet time frames being driven by the Kansas v. Colorado litigation and the <br />
