In the Order the Governor stated:

The Arkansas River Coordinating Committee shall provide a forum for
ensuring that affected interests in the basin coordinate among themselves
and work with and provide advice to state agencies charged with
responding to the ruling in the Kansas v. Executive Order, paragraph 5. This work plan has been
designed to meet that requirement and docwnents the ARCC's view of what its responsibilities are, how
it will fulfill its responsibilities, the necessary tasks and work effort to reach a point where informed
advice can be given to state officials, and a schedule for achieving these results.
