"

I)

Revised Draft Work Plan
Arkansas River Coordinating Committee
December I, 1994

L Introduction

This Work plan presents the array of issues that the Arkansas River Coordinating Committee
(ARCC) intends to work through and describes the process that the ARCC will use to develop
meaningful advice to the State of Colorado,

The ARCC was created by Executive Order B-004-94 ("Executive Order"), signed by Governor
Romer on August 5, 1994. In the Order the Governor stated:

The Arkansas River Coordinating Committee shall provide a forum for
ensuring that affected interests in the basin coordinate among themselves
and work with and provide advice to state agencies charged with
responding to the ruling in the Kansas v. Colorado lawsuit and carrying
out other projects and programs in the basin.

Executive Order, paragraph 3

The Executive Order requires the ARCC to develop a work plan, which will allow "timely
action on each of its responsibilities." Executive Order, paragraph 5. This work plan has been
designed to meet that requirement and docwnents the ARCC's view of what its responsibilities are, how
it will fulfill its responsibilities, the necessary tasks and work effort to reach a point where informed
advice can be given to state officials, and a schedule for achieving these results.
