lVleet the Candidates

Ho~~! . My wife and I enlOY river rafting and camping. Photography is one of my life long Interests. We try to take
our rwo sons to a couple of Colorado Rockies games each summer. r try to keep a lawn green and fruit trees alive
and bearing in <II subdivision using Irrigation water delivered from the Pnce Ditch. I have been one of the chili dinner
cooks for the Clifton Uons Club since 1986.

Duration in Vo~'t - I have lived in the Clifton area since 1976 after commg to Grand Junction In J 975 from Ft. Collins. Colorado
where I earned a Masters of Science in Natural Resources at Colorado State University

Community Services. From 1979 through 1999 I served on the Salvation Army AdVisory Board In Grand Junctlon. chairing the
Board in 1991-92. Dunng that 20 years the Salvation Army moved intO their new corps office on North 4th Street from a dilapi_
dated early 20th century building on Colorado Avenue. I was elected to the Presidency of the Homebuilders Association of
Northwestem Colorado In 1984 and helped hold together an organization of COfmructlon people and suppliers durmg the period
of least building in the Grand Valley in the last (orty years. I was elected to represent all speCIal districts on the Westem Slope on
the Board of the Special District Association of Colorado and currently serve as President of the SDA of Colorado.

Wh)'_~oyM.you 'ilc~JtL"LtJJ!!em~U-9!J-'H:_J:;ljfton Wat~LOjstriC;.LB(H~~LDire~_tCJr5? _ As a Board Member I voted to test
the idea of membrane treatment of the Colorado River water for Clifton Water users. The tests were conducted. information
delivered and open public hearings held before moving ahead. Based upon the mformatlon and response obtained I voted for the
purchase and installation of the Nanofiltration equipment presently used by the District. The District is at a decision point consid-
ering when to go forward With plant expansion to treat more water daily. I would like to be a pan: of the discussion and decision
to move forward in the process of economically meeting the demands for domestic water of a growing popul;ltlon.

What do Y9U-H_ltJJ.~-.!be major j5$ueuadn-6.Jf!~_Qlfton_W(Hf:LDl1~LirL.tfu:J1!:.JCL5_IO y~acsl- Major issues in the near
future will surely include evaluation of the treatment plant to contmue to meet Water quality standards. The nanofiltration plant
C.3.pacity. timing for expansion. and method for funding the expansion may become an issue Within five years. Protection of the raw
water supply. the Colorado River. requires constant vigilance both from the Front Range :md from the neighboring States south and
west. I strongly support Clifton Winer's capable treatment of Colorado River water as a source because of the vast size of the
upstream basin. which alone makes it less prone to localized droughts.

lLflec:ted. what benefit w~ul!t)'Q.u_b~_J.CJ..Jb~Dj$~rictl- I believe that I am able to listen to both sides of a presentation and
make a reasoned decision. Should later. more accurate information become available. I am able to admit that change is warranted.
prefer to work on a policy making Board. not run the District but hire talented management. gIve them direction. support. and let
them handle the day to day operation of the District. I would make use of my experience of living in the Clifton Water District and
drinking the water for the last 26 years. I respect the history of the District m lookmg ahead and planning for expenditures before
an emergency. I am fiscally conservative and would agam vote to place long term capltaJ m a managed account where safety of
principal is placed above higher. more risky returns, I believe that new customers should support the existing plant and pipes
through a reasonable plant investment fee. not through higher than necessary water rates.

WhQ.t_gHJ!JZ.!:.L~CJ!.!14ouii.kl:..J.o 5e~Jrlqdejn the Clifton 'N'ClJe'=.O(s:trict? The most import.3.nt change I would like to see is
increased storage capacity of treated water in tanks adequately SIzed and strategIcally located to lessen peak four/six hour demand.
Second would be to provide improved fire protection flows to all areas served by CWO.

Nome. John L, Ballagh

O~~!JP.Qtig.~ . I have been the Manager of the Grand Junction Drainage District since 1987.

.........................................................................

NfJ!!!f:. - Larry S. Cholas

9f~.!JP~1LO~ . I am employed by the Burlington Northern Santa Fe Railroad where I have been working for the
past Six years. My railroad Job experience throughout the past 26 years started in track maintenance and pro-
gressed to transporutJon. I have both management and construction experiences which would benefit the deci.
sions of the board regarding the expanSion and development of the district.

HOQpies - My family and I enjOy spending time m the outdoors hunting. fishing. golfing. and campmg. I am
involved in the Rocky Mountain Elk Foundation. Grand Mesa little league. Central High School Wrestling. and miscellaneous church
actiVities. I believe in the value of family.

Why woul4...x91J 'ik~lCLQ~ a m.!,!mber oiJlle3;!j!ton VfCW~LOis:tri~_B.9.9nLCJLDiregon an.q~.w1!.2Ld_Q..You see are the mCJi9f
iU_IJ!:UCJcinLlI1LC!.ifton Wat~LOl1.trict il1...the ne~~::!Q_YeCJ.rs?- As J. resident of the Clifton Water District for the past 16
years I would like the opportunIty to serve the Dlstrlct as one of your next Board of Directors. I believe in qUJ.lity customer serv_
Ice. the security of good drlnkmg water. and providing both With stJ.bdlty and growth potential for the future while keeping costs to
a minimum.
