<br />Introduction <br /> <br />According to 36 CFR 219.12(e) the AMS should include the following: <br /> <br />The current level of goods and services provided and the most likely amount to be provided if <br />current management continues. <br />Projections of demand. <br />A determination of the need to establish or change management direction. <br />Benchmark analysis to define the range within which alternatives can be constructed. <br /> <br /> <br />SCOPE OF ANAL YSfS <br /> <br />The AMS fulfills most of the requirements listed above and will focus on the revision topics. It will only <br />analyze those portions of the Fo!est Plan identified as needing change. <br /> <br />ANAL YSfS COMPLETED AND REFERENCED <br /> <br />This AMS draws upon completed Forest Service documents and several non-Forest Service documents. <br />They are available at the Forest Supervisor's Office, 1803 West Highway 160, Monte Vista, CO 81144. <br />The Forest Service documents are: <br /> <br />1. The AMS for the Forest Plan completed in 1981. <br />2. The Forest Plan and Final Environmental Impact Statement (FEIS) completed in 1985. <br />3. Eleven Forest Plan amendments. <br />4. An Action Plan (completed in 1991) for completing the Forest Plan Revision. <br />5. A Monitoring and Evaluation Report completed in 1992 for the period 1985 through 1991 in <br />which a need to revise the Forest Plan was identified. <br />6. Rio Grande National Forest Monitoring and Evaluation Report for 1992. <br />7. The Rocky Mountain Regional Guide completed in 1992. The Guide provides broad <br />integrated management direction for all national forests in Region 2. <br />8. Planning Action 1 .. Purpose and NeedIPlanning Criteria, signed by the Regional Forester in <br />April 1993. This document describes how the Monitoring and Evaluation Reports and public <br />scoping were used to identify what elements of the Forest Plan might need to be changed. <br />Also identified are decision criteria to be used in evaluating alternatives, planning criteria that <br />outline how issues wilrbe addressed, and methods or procedures to be used in the <br />environmental analysis. <br />. 9.
