Because of high unemployment, low per capita income, <br />and a strong multi-generational tie to the region, the Rio Grande National Forest is used extensively as <br />a source of fuel and food. Hunting, fishing, trapping, and firewood gathering are important uses of the <br />Forest by local residents. These uses are very difficult to quantify and qualify. <br /> <br />Throughout the revision of the Forest Plan, the analysis of effects will not only focus on the tangible items <br />of employment, payments to counties, etc., but what affect the Forest has on the subsistence of the <br />regions' persons and culture. <br /> <br />RELA TIONSHIP TO REVISION TOPICS <br /> <br />The counties of the SLV are uniformly characterized by low population density, slow population growth, <br />high unemployment, and low average-annual per capita income. Our social analysis in the EIS will relate <br />to the whole SLV for the most part, except where actions are likely to particularly affect an individual <br />community. <br /> <br />'\ <br /> <br />The relationship between Forest management and the SLV varies with the revision topic involved.
