CORPS OF ARMY ENGINEERS PROPOSAL:

President Nichols called the Directors a~tention to the Colorado Game Fish and Parks
report, and tile report of the U. S. Sport Fisheries and Wildlife, relative to tb.e pro-
posed channelization between Pueblo and John Martin Reservoir. He stated this mat-
erial was obtained from the Corps of Army Engineers Office, and indlcates there is
still wide disagreement between these two Official Agencies regarding how the recre~
atioD and"wildlife aspects of the proposed project shall be handled. A general discus-
sion was had regarding the observations and conclusions in the reports, and several
of the Directors who live in the area questioned the number of hunters and game refer-
red to. It was suggested that at the appropriate time representatives from the Game
Fish and Parks and possibly BUreau of Sports Fisheries and Wildlife be invited to
address the Board to outline their procedures for gathering data. and arriving at con-
clusions.

The ~eeting was adjourned for lunch.

PRELIMINARY BUDGET:

President Nichols explained the legal procedure involved in the preparation and ap-
proval of a Budget, and requested 1969 Budget Officer Shoun to read the Proposed
Budget. The Budget was accordingly read, and following general discussion. Shoun
moved, seconded by McCurdy that the following Resolution be adopted:

WHEREAS, the budget of the Southeastern Colorado Water Conservancy
District heretofore adopted covers all expenses of said District to
December 31. 1968. and.

WHEREAS. it is the responSibility of the District to adopt a budget for
the year 1969;

NOW, THEREFORE. BE IT RESOLVED, that there be adopted a tenta-
tive budgE:t of the Southeastern Colorado Water Conservancy District as
the amount of money to be raised by taxation in the year 1968, to be
collected in the year 1969. the sum of $227, 700. 00, to be collected by
four-tentbs (4/10ths) of one mill levied upon eacb dollar of assessed
valuation of property. real or personal, within the SoutheaBt~rn Colo-
rado Water Conservancy District, subject to final approval of the Board.
said budget to be in words and figures as set forth in Exhibit A (being a
copy of the budget) hereto attached and hereof made a part.

RESOLVED FURTHER, that public notice of the adoption of said tenta-
tive budget be given as required by the local government budget law of
Colorado and that final action thereon be had at the regular meeting of
the Board of Directors of the District on September 19, 1968, at the
office. of the District in Pueblo.. Colorado, at 1:30 p. m.

Motion unanimously carried.

COMMITTEE REPORTS:

ENGINEERING COMMITTEE:

Chairman Ciruli reported we are still awaiting the final report on the Arkansas Valley
Pipeline from the Firms of Black and Veatch and Elliot and Associates, and expects
copies of the report will be available for review by the Board within the next 30 days.
He said be bas also been in contact with representatives in the Avondale area who re-
cently approved a sizeaple water and sewer program.
