<br />(h) Subsection 2(b) 01' Ihe Irrigation Project Contract Extension Act of 1998, Public Law) 05-293,
<br />is amended by-.

<br />(1) striking 'not to go beyond December 3),2001' and inserting 'not to go beyond
<br />Dccember 31,2003'; and
<br />
<br />(2) striking' terminates prior to December 31, 2000' and inserting 'terminates prior to
<br />December 31,2003',

<br />SEC. 210, Section 202 ,)f division B, tille 1, ch3.pter 2 o[Public Law 106-246 is rnncnded by
<br />adding at the end the following: 'This seclioll shall be effectivc through September 30, 2001.'.

<br />SEC. 211. Section 106 of the San Luis Rey Indian Water Rights Settlement Act (Public Law
<br />100-675; 102 Stal. 4000 et seq,) is amended by adding at the end the following new subsection:
<br />
<br />'(f) REQT.J1REMFNT TO RESERVE AND FURNISH WATER- Notwithstanding any other
<br />provision of law. the S(:cwtary, acting through the Commis.~joner of Reclamation, shall
<br />permanently reserve and furnish annually the following;
<br />
<br />. (I) W ATER- The first) 6,000 acrc-feet of any water conserved by the works authorized by
<br />lilIe r[, to the Iodian Water Authorily and the local entities in accordance with the settlement
<br />agreement.
<br />
<br />'(2) CAPACITY AND BNERGY- Capacity and energy from the Parker-Davis Project at the
<br />rates established for project use power sufficient to convey watcr cons(:lved PUrSU31lt to
<br />paragraph (I) from Lake Havasu through the Colorado River Aq\leduct to Lake Matthews
<br />and to thc places of usc on the Bands reservations or in the local entities service area in
<br />accordance with the settlement agreement.
<br />
<br />Water conserved pursuant to paragraph (I) may b(: used on the Bands' reservations or in the local
<br />l:nlitics' s~~rvice areas, !cased for use outside the Bands' reservations or the local entities' service
<br />areas, or exchanged lelr water from other sources for use by the Bands, the Indian Water
<br />Authority, or the local cmities, in accordance with Ihe settlement agreement.',
<br />
<br />SEC. 212, (a) DEFINITIONS- For the purpose orthis section, the term--
<br />
<br />(I) . Secretary' means the Secretary of the Interior;
<br />
<br />(2) 'Sly Park Unit' mcans the Sly Park Dam and Reservoir, Camp Creek Diversion Dam and
<br />TUlInel, and cnnduilS and canals as authurizcd under the American River Act of October 14,
<br />1949 (63 Slat. 853). including those used to convey, treat, and store waler delivered frolll
<br />Sly Park, as well as all recreation facilities therelo: and
<br />
<br />(3) 'Districl' means the EI Dorado Irrigation District,
<br />
<br />(b) IN GENERAL- The Secrctary shall, as soon as practicable after dale of the enactment of this
<br />Act ami in aeconlancc with all applicablc law. transfer all right, tille, and interest in and wthe Sly
<br />Park Unil to tbe DiStrict.
<br />
<br />(c) SALE PRICE- .1 he Secretary is authorized to recdve fTllm Ihe District $2,000,000 to relieve
<br />paymenl obligalions and extinguish the debl under contract number 14-06-200-949IR3, and
<br />$9,500,000 to relieve payment obligations and extinguish all debls associated with contracts
<br />numbered 14-06-200-773~.. a.~ amended by contracts numbered 14-06-200-4282A and
