Funds under this title J"or Drought Emergency Assistance shall be made available <br />primarily for leasing of water for specified drought related purposes from willing lessors, in <br />compklllce with existing State laws and administered under State water priority allocation. Such <br />le~t,es may be entered ioto with an option to purchase: Provided. That such purchase is approved <br />by the State in which the purchase takes place and the purchase docs not causc economic hann <br />wilhin the State in which thc purchase is made. <br /> <br />SEe. 203. Heginningin lisca] year 200 I and thcreaticr, the Secretary of the Interior shallllssess <br />and collect annually from Central Valley Project (CVP) water and power contractors the slim of <br />$540,000 (Junc 2000 price lcvels) and remit, without further appropriation, thc amount eollectcd <br />annually to the Trinity Publie Utilitics District (TPUD). This assessment shall be payable 70 <br />perccnt by CVP Preference Power Customers and 30 percent by CVP Water Contractors. The <br />CVP Water Contractor share of this assessment shall be collected by the Secretary through <br />cstablished Bureau oj" Reclamation (Reclamation) Operation and Maintenance ratesetting <br />practiccs, The (VI' Power Contractor share of this assessment shall be asscssed by Reclamation to <br />the WestL'ln Area Puwer Administration, Sierra Nevada Region (Westcrn), and collected by <br />Western thrllugh established power ratesetting practices. <br /> <br />c"' SEC, 204. (n) TN GENERAL- Forfiscal year 2001 and cach fiscal year thereafter, the Secretary of <br />the Interior shall continuc funding, from power revenues, the activities of the Glen Canyon Dam <br />Adaptive rvlanagement PHlgram as authorized by section 1807 o[the Grand Canyon Protection <br />Act of 1992 (106 Stal. 4(72); at not more than $7,850,000 (October 2000 price level), adjusted in <br />subsequenl years to ret1ect changes in the Consumer Price Index for All Urban Consumers <br />published hy the Uurcau oj" Labor Statistics of the Departmenl of Labor. <br /> <br />(b) VOLUNTARY CONTRIllUTIONS- Nothing in this seclion prccludes the use o[voluntary <br />linancial conlributions (exccpt power revenues) to the Adaptive Managcmenl Progr:lffi that may <br />bc authorized by law. <br /> <br />(c) ACTIVITIES TO 13E FlJNDED. The activitics to be timded as provided under subsection (a) <br />include activities required to Illeet thc requirements of section 1802(a) and subsections (a) and (b) <br />ofseclion 1805 of the Gwnd Canyon Protection Act of 1992 (106 Stat. 4672), including Ih" <br />requirements of the Biological Opinion 011 the Operation of Glen Canyon Dam and activities <br />required by the Programmatic Agreement on Cultural and Historic Properties, to the extent Ihat <br />the requirements and activities are consistent with the Grand Canyon Protection Act of 1992 (J 06 <br />SIal. 4672). <br /> <br />\IU <br /> <br />u <br />
