<br />() 68 :', <br /> <br />Summary ofPSOP, continued <br /> <br />Evaluation of the Storage Alternatives-The PSOP also details fmdings from a <br />series of reports that evaluated the proposed alternatives (project re-operations <br />contracts and reservoir enlargements). These reports, which were requested by the <br />Storage Study Committee as a part of the development of the PSOP, included: I) <br />an operations model to detennine the ability of the plan to meet projected <br />demands and assess potential impacts to current operations; 2) assessment of <br />potential stream flow and water quality impacts; 3) determination of <br />environmental issues; 4) evaluation of cultural resources; 5) identification of <br />socio-economic issues; 6) investigation of permitting and regulatory issues; and, <br />7) determination of total project costs including construction and mitigation <br />(wetlands and recreation facilities) costs. These reports were useful in the <br />development of the fmal PSOP. <br /> <br />Funding the PSOP-The PSOP requires participants to pay for the costs of <br />developing their own storage space, including mitigation of potential impacts to <br />wetlands, recreation or other facilities, as well as the implementation costs <br />associated with securing authority for re-operations contracts and the proposed <br />enlargement projects. <br /> <br />Water Activity Fund-The Preferred Storage Options Plan proposes the <br />establishment of a "Water Activity Fund" that would fund Safety of Dams <br />repayment, establish an O&M reserve fund, and fund the possible transfer of <br />O&M responsibility to the District's Enterprise. Revenues for the Water Activity <br />Fund come from a surcharge on the use of Project Water and storage in Project <br />facilities. The Water Activity Fund surcharges were proposed to begin in 2001 <br />according to the PSOP. (The Implementation Committee will recommend that <br />these surcharges begin in 2002.) <br /> <br />Th", Final PSOP Report-The preceding summary is not intended to be a <br />complete recitation of the PSOP.
