<br />oG9G <br /> <br />Metropolitan District. The Arkansas Valley Conduit was an original element <br />of the Fry-Ark Project as authorized by Congress, and is currently undergoing <br />feasibility studies, Therefore, any re-operation of storage in Pueblo Reservoir <br />must protect the integrity of the delivery capacity from the dam that would <br />supply the conduit. New uses of the south outlet works would have to assure <br />that capacity for the Arkansas Valley Conduit is not compromised. <br /> <br />3.10 Charges and Revenue-Reclamation and the Enterprise will set the <br />charges for firm-storage contracts (allotment contracts) using enlarged space. <br />Charges will include a proportionate share of Project O&M and a share of any <br />incremental increases in O&M due to the enlargement. The Enterprise will be <br />responsible for any O&M costs associated with EWMS; funding for these costs <br />will come from charges on the use of EWMS. <br /> <br />The charges for If and When, or sub-leasing, storage in enlarged space shall be <br />comparable to the charges for Project If and When storage. Revenue derived from <br />the allotment contract-holder's subleasing shall go to the allotment contract <br />holder. <br /> <br />There will also be a charge for the use of Enterprise Water Management Storage. <br />However, charges for participants in the Winter Water Storage Program that use <br />EWMS will be set at lower rates. Revenues from the use of EWMS will be <br />credited toward the Enterprise's portion of the O&M costs on enlarged storage <br />(EWMS) and then toward the Enterprise's Water Activity Fund. <br /> <br />4.0 Use of Enterprise Water Management Storage <br /> <br />The Enterprise Water Management Storage will be a part of enlarged Project <br />facilities andlor within existing non-Project facilities. Each participant in the <br />enlargement project will be obligated to fund the development of storage space <br />equivalent to 115 percent of their individual storage needs. Such additional 15 <br />percent of storage space shall be designated as Enterprise Water Management <br />Storage. The final amount of Enterprise Water Management Space developed will <br />be determined by actual participation in the enlargement project, and the storage <br />developed could be more or less than 7,500 acre-feet. <br /> <br />Priorities for the use of Enterprise Water Management Storage will be guided by <br />the following outline: <br /> <br />1. Temporary Storage Contracts for agricultural and municipal/domestic users. <br />(7,500 AF) <br /> <br />1.1. 5,000 acre-feet for improved management of Winter Water. Available as <br />dedicated storage space into which Winter Water spills at Pueblo <br />Reservoir could be stored for later use by direct flow participants of the <br />Winter Water Storage Program.
