<br />069:) <br /> <br />The District will hold a right to store native water in the enlarged space under a <br />2000 appropriation date, when that right is in priority and only when space is <br />available. A portion of the enlarged space will be designated as Enterprise Water <br />Management Storage (uses for the EWMS are described in Section 4 (pages 15 & <br />16) of this Implementation Committee Report). When EWMS is not being used <br />for Enterprise purposes it will be available for use by allotment contract holders <br />on an If & When basis, subject to an appropriate charge for the O&M costs <br />associated with EWMS. <br /> <br />3.9 Limitations and Obligations-The following limitations and obligations <br />will apply to all entities that agree to secure an allotment contract in the proposed <br />enlarged storage capacity in Pueblo Reservoir and Turquoise Reservoir: <br /> <br />1. Enterprise Water Management Space - Each participant in the enlargement <br />project will be obligated to fund the development of an additional 15 percent <br />of storage space over-and-above their individual storage needs. Such storage <br />space will be designated as Enterprise Water Management Storage and used <br />as described in the EWMS Section of the Implementation Committee Report. <br /> <br />2. Re-operations Contract - Participating entities that are eligible to use re- <br />operations space must be making payment under contract with Reclamation <br />for the use of such space <br /> <br />3. Flow Manag'ement Program - Firm-storage allotment contract holders, like re- <br />operations contract holders, agree to participate in a cooperative flow <br />management program designed to achieve a 100 cfs target minimum flow on <br />the Arkansas river immediately below Pueblo Dam. <br /> <br />4. <br /> <br /> <br />5. Arkansas Valley Conduit Capacity-The Pueblo Dam south outlet works <br />capacity is 359 cfs, which includes 30.94 cfs for the Arkansas Valley Conduit, <br />278.50 cfs for the Pueblo Board of Water Works, 30.60 cfs for the Fountain <br />Valley Authority, and under separate authority, 18.94 cfs for the Pueblo West <br /> <br />14 <br />
