<br />to California citizens interested in the basic
<br />water supply problems faced by the more
<br />than 10,000,000 residents of California who
<br />are dependent wholly or in part upon
<br />Colorado River water.
<br />During the period June 18 to 24, 1969, the
<br />Wenatchee Daily World of Wenatchee,
<br />Washington, sponsored a trip called "Survey
<br />'69" for western water resources leaders. Vir-
<br />gil L. Jones, Colorado River Board member,
<br />and David B. Stanton, Deputy Attorney
<br />General, participated in the event. Also dur-
<br />ing 1969, California and Arizona water agen-
<br />cies planned for 1970 a tour of southwestern
<br />water projects by water leaders from the
<br />northwestern United States and Canada.
<br />The opportunity for western water leaders
<br />to meet and exchange views is necessary in
<br />order to bring about a greater understanding
<br />of western water resource problems and to
<br />establish better communications between the
<br />Northwest and Southwest.
<br />The Executive Secretary was Program
<br />Chairman for the Twenty-Sixth Annual
<br />Meeting of the Colorado River Water Users
<br />Association, which was held in Las Vegas,
<br />Nevada, November 20-21, 1969.
<br />The Chief Engineer presented a paper on
<br />February 4, 1969, at the annual national
<br />meeting of the American Society of Civil En-
<br />gineers in New Orleans. The paper, entitled
<br />"What Are the Odds on Future Colorado
<br />River Flows," afforded an excellent oppor-
<br />tunity to discuss the Colorado River water
<br />supply problems with water experts
<br />throughcut the country.
<br />At a conference in Salt Lake City on Feb-
<br />ruary 11-13, 1969, entitled "Western Water
<br />Challenges and Choices," sponsored by the
<br />League of Women Voters, the Chief Engi-
<br />neer spoke on the assigned subject "Western
<br />Water-How It Is Used and Who Plans for
<br />It." This conference, in the planning stage
<br />for several years, was made possible by a
<br />grant to the League of Women Voters' Edu-
<br />cation Fund from the American Conserva-
<br />tion Association. Other speakers were from
<br />the western states, universities, Corps of En-
<br />

<br />gineers, Department of the Interior, and the
<br />Bureau of the Budget. There were three
<br />League delegates from each of the western
<br />states, and from Texas and the national lead-
<br />ership,
<br />On April 6, 1969, Chairman Rummonds
<br />addresssed a largely northwestern audience
<br />at the Western Water Congress in Wenatch-
<br />ee, Washington, on the subject, "The Colora-
<br />do River Basin Needs Water." The program
<br />featured Senator Jackson of the State of
<br />Washington and speakers from Canada, Alas-
<br />ka, and the northwestern and southwestern
<br />states.
<br />On April 10, 1969, Northcutt Ely, Special
<br />Counsel to the Board, spoke before the
<br />Spring Convention of the Irrigation Districts
<br />Association of California on the subject,
<br />"Policy Options on the Colorado." He dis-
<br />cussed the water supplies and demands on
<br />the Colorado River, and what can be done to
<br />balance supplies with demands.
<br />On April 11, 1969, the Ghief Engineer pre-
<br />sented a paper before the Eel River Associa-
<br />tion in Eureka, California, entitled "A New
<br />Era on the Colorado." The paper summarizes
<br />the programs and problems of the Colorado
<br />River and their relationship to regional wa-
<br />ter development and potential California
<br />North Coast water developments.
<br />In June 1969 four members of the Engi-
<br />neering Staff made an inspection trip of ex-
<br />isting, authorized, and planned water supply
<br />projects in the Upper Colorado River Basin
<br />for the purpose of familiarization with
<br />Upper Basin engineering projects.
<br />In July 1969 the Chief Engineer and Mr.
<br />Burton J. Gindler, former Deputy Attorney
<br />General specializing in Colorado River mat-
<br />ters, published a paper in the Natural Re-
<br />sources Journal of the University of New
<br />Mexico School of Law entitled "Water
<br />Salinity Problems: Approaches to Legal and
<br />Engineering Solutions."
<br />The Board and staff continued to work in
<br />cooperation with the Colorado River As-
<br />sociation in the release of pertinent Colorado
<br />River information and data to the news
<br />media.
