,
i
'I
II

~n

M
C')
.-l
o
o

material continued to be of particular benefit
to California citizens interested in the basic
water supply problems faced by the more
than 10,000,000 residents of California who
are dependent wholly or in part upon
Colorado River water.
During the period June 18 to 24, 1969, the
Wenatchee Daily World of Wenatchee,
Washington, sponsored a trip called "Survey
'69" for western water resources leaders. Vir-
gil L. Jones, Colorado River Board member,
and David B. Stanton, Deputy Attorney
General, participated in the event. Also dur-
ing 1969, California and Arizona water agen-
cies planned for 1970 a tour of southwestern
water projects by water leaders from the
northwestern United States and Canada.
The opportunity for western water leaders
to meet and exchange views is necessary in
order to bring about a greater understanding
of western water resource problems and to
establish better communications between the
Northwest and Southwest.
The Executive Secretary was Program
Chairman for the Twenty-Sixth Annual
Meeting of the Colorado River Water Users
Association, which was held in Las Vegas,
Nevada, November 20-21, 1969.
The Chief Engineer presented a paper on
February 4, 1969, at the annual national
meeting of the American Society of Civil En-
gineers in New Orleans. The paper, entitled
"What Are the Odds on Future Colorado
River Flows," afforded an excellent oppor-
tunity to discuss the Colorado River water
supply problems with water experts
throughcut the country.
At a conference in Salt Lake City on Feb-
ruary 11-13, 1969, entitled "Western Water
Challenges and Choices," sponsored by the
League of Women Voters, the Chief Engi-
neer spoke on the assigned subject "Western
Water-How It Is Used and Who Plans for
It." This conference, in the planning stage
for several years, was made possible by a
grant to the League of Women Voters' Edu-
cation Fund from the American Conserva-
tion Association. Other speakers were from
the western states, universities, Corps of En-

10

gineers, Department of the Interior, and the
Bureau of the Budget. There were three
League delegates from each of the western
states, and from Texas and the national lead-
ership,
On April 6, 1969, Chairman Rummonds
addresssed a largely northwestern audience
at the Western Water Congress in Wenatch-
ee, Washington, on the subject, "The Colora-
do River Basin Needs Water." The program
featured Senator Jackson of the State of
Washington and speakers from Canada, Alas-
ka, and the northwestern and southwestern
states.
On April 10, 1969, Northcutt Ely, Special
Counsel to the Board, spoke before the
Spring Convention of the Irrigation Districts
Association of California on the subject,
"Policy Options on the Colorado." He dis-
cussed the water supplies and demands on
the Colorado River, and what can be done to
balance supplies with demands.
On April 11, 1969, the Ghief Engineer pre-
sented a paper before the Eel River Associa-
tion in Eureka, California, entitled "A New
Era on the Colorado." The paper summarizes
the programs and problems of the Colorado
River and their relationship to regional wa-
ter development and potential California
North Coast water developments.
In June 1969 four members of the Engi-
neering Staff made an inspection trip of ex-
isting, authorized, and planned water supply
projects in the Upper Colorado River Basin
for the purpose of familiarization with
Upper Basin engineering projects.
In July 1969 the Chief Engineer and Mr.
Burton J. Gindler, former Deputy Attorney
General specializing in Colorado River mat-
ters, published a paper in the Natural Re-
sources Journal of the University of New
Mexico School of Law entitled "Water
Salinity Problems: Approaches to Legal and
Engineering Solutions."
The Board and staff continued to work in
cooperation with the Colorado River As-
sociation in the release of pertinent Colorado
River information and data to the news
media.
