<br />.,......, <br />~ <br />c;, <br />.-4 <br />C. <br />o <br /> <br />ANNUAL REPORT <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />Year Ending December 31, 1969 <br /> <br />THE BOARD <br /> <br />Statutory Responsibilities <br />The Colorado River Board of California is <br />a State agency having the statutory responsi- <br />bility of protecting the interests of California <br />in the water and power resources of the <br />Colorado River. The Board's six members <br />are appointed by the Governor from nomi- <br />nees of each of the six major California public <br />agencies of California having established <br />rights to the use of water or power from the <br />Colorado River. These agencies are: Imperial <br />Irrigation District, the Metropolitan Water <br />District of Southern California, City of Los <br />Angeles-Department of Water and Power, <br />San Diego County Water Authority, Coa- <br />chella Valley County Water District, and <br />Palo Verde Irrigation District. The Chair- <br />man of the Board, elected by the members, <br />serves ex officio as Colorado River Commis- <br />sioner of California. The duties of the Board <br />are stated in Sections 12527 through 12533 of <br />the California Water Code. <br />Pursuant to the Water Code, the office of <br />the Board is located in the City of Los An- <br />geles. Regular meetings are held monthly, <br />and special meetings upon the call of the <br />Chairman. The Attorney General is legal <br />counsel to the Board. <br /> <br />Personnel <br />Board membership was unchanged during <br />1969. Raymond R. Rummonds continued to <br />serve as Chairman and Colorado River Com- <br />missioner. The Board staff continued at 17 <br />positions, the same level as in 1968. <br /> <br />Negotiations and Conferences <br />Members of the Board and staff continued <br />deliberations and negotiations in a wide <br />range of activities of importance to Cali- <br /> <br />fornia's interests in the Colorado River sys- <br />tem. Some of these are described in other <br />sections of the annual report, and include <br />analyses, conferences, and negotiations with <br />representatives of other states and the federal <br />government with respect to Colorado River <br />Basin legislation, establishment of long- <br />range operating criteria for Colorado River <br />Basin reservoirs, Type I-Comprehensive <br />Framework Studies of the land and water <br />resources of the Southwest, regional water <br />development of the western states, un- <br />resolved present perfected rights issues in <br />Arizona v. California litigation, water sup- <br />plies and deliveries of the Colorado River, <br />Lower Colorado River management prob- <br />lems and related environmental factors, and <br />salinity problems in the United States and <br />Mexico. <br /> <br />Liaison and Information Activities <br />In addition to conferences and meetings <br />pertaining to the several subjects mentioned <br />above, members of the Board and staff at- <br />tended and participated in numerous meet- <br />ings of organizations or groups having a <br />prime interest in water policy matters at the <br />local, state, and national levels. Some of these <br />organizations were the Colorado River <br />Water Users Association, National Water <br />Resources Association (formerly the Nation- <br />al Reclamation Association), Pacific South- <br />west Inter-Agency Committee, Southern <br />California Water Conference, California <br />Water Resources Association, Irrigation Dis- <br />tricts Association, and Los Angeles and Cali- <br />fornia State Chambers of Commerce. <br />A revised and updated edition of the bro- <br />chure, "California's Stake in the Colorado <br />River," was distributed in late 1969.
