<br />o <br />--.l <br />0> <br />W <br /> <br />1995 ANNUAL REPORT <br /> <br />The Council supports timely implementation of salt reduction projects; however due to lack of <br />appropriate line item funding this has been difficult. The Council remains concerned that <br />tracking of funding and expenditures and identification and quantification of salinity control <br />measures will continue to be difficult due to the watershed management concept of land <br />management utilized by the BLM that does not specifically recognize the impact of activities and <br />projects on the salinity of ground and surface water originating on or flowing from BLM <br />administered lands, The Council recommends that the BLM incorporate in its ecosystem land <br />planning activities the evaluation and reduction of salt discharges into the Colorado River <br />system, The Council recommends that the BLM continue developing salt budget accounting fund <br />identification programs developed in cooperation with the Forum's Work Group and proceed <br />with efforts to identify and plug flowing saline wells, <br /> <br />U.S. Geological Survey <br /> <br />The Council is pleased that the current administration continues to support the U, S, Geological <br />Survey (USGS) program as it is a federal obligation to provide the water quality and hydrologic <br />data collection and interpretive studies necessary to meet the objectives of and enable assessment <br />of the progress of the salinity control program, The Council recognizes that the USGS plays <br />a commendable role in fulfilling this federal obligation, However, there is concern that <br />information may become less available due to organizational, personnel, and budget changes, <br />The Council urges that continued operation of existing long-term water quality and quantity <br />monitoring stations be given the highest priority to enable the USGS to continue providing <br />essential salinity data and interpretive analyses, <br /> <br />The Council requests that consultation be undertaken with the Forum and its Work Group prior <br />to any plans to downsize the network of water quality and quantity stations that are necessary <br />for the (1) interpretation of the effectiveness of specific salinity control projects and activities <br />and (2) determination of unidentified salinity control opportunities.
