<br />1995 ANNUAL REPORT <br /> <br /><::) necessary to carry out the salinity control activities set forth in the 1993 Review in a timely <br />~ <br />0) manner, <br />tv <br /> <br />Bureau of Reclamation <br /> <br />On July, 28 of 1995, Reclamation's Salinity Control Program was amended by the signing of <br />Public Law 104-20, The Council supported this legislation. However, there is now concern that <br />implementation of the program as it is currently envisioned by Reclamation may degrade the <br />existing relationship between Reclamation and the Council. An example of this change is the <br />fact that the draft report to be submitted to Congress, as required under the new law, was <br />reviewed by the Council and the Forum, but ultimately will be submitted without Council or <br />Forum endorsement. In the past, Reclamation would have sought such an endorsement prior <br />to submitting the report, <br /> <br />The Council is pleased that the current administration continues to financially support <br />Reclamation's basinwide salinity control program, This insures that Reclamation's projects will <br />not be severely delayed by funding issues, nor will those portions of multi-agency projects which <br />are Reclamation's responsibility, The Council recognizes Reclamation's accomplishments, most <br />notably those in the Lower Gunnison Basin, Grand Valley, and Paradox Valley Units, <br /> <br />Bureau of Land Management <br /> <br />There has been significant organizational and personnel change in the Bureau of Land <br />Management (BLM) and the salinity control program is now the responsibility of the newly <br />formed National Applied Resource Sciences Center. The Council urges the BLM to continue <br />its efforts to identify activities on public lands which can reduce salt loading of the Colorado <br />River system and to continue to seek funding for salt reduction projects administered solely by <br />BLM or in cooperation with state and other federal agencies, <br /> <br />COWRADO RIVER BASIN SAliNITY CONTROL ADVISORY COUNCIL <br /> <br />3 <br />
