"Jeff" Fassett <br />Wyoming State Engineer <br /> <br />to the <br />Subcommittee on Water and Power <br />Senate Committee on Energy and Natural Resources <br />United States Senate <br /> <br />Supporting Enactment of S. 1211, <br />the Colorado River Basin Salinity Control Reauthorization Act of <br />1999, <br /> <br />Authorizing Additional Appropriations for the <br />Bureau of Reclamation's Basin-wide <br />Colorado River Basin Salinity Control Program <br /> <br />Submitted on July 19,1999 <br /> <br />This testimony supports the enactment of S. 1211, authorizing <br />additional appropriations for the Bureau of Reclamation's basin- <br />wide Colorado River Basin Salinity Control Program. <br /> <br />This leslimony is submitted in support of enactment of S. 1211, the Colorado <br />River Basin Salinity Control Reauthorization Act of 1999. This legislation has been <br />introduced :It Ihe urging of the Colorado River Basin Salinity Control Forum (Forum), a <br />seven-SI,II~ organization created in 1973 by the Governors of the Colorado River Basin <br />States. Thc State of Wyoming is one of the seven member 5tates represented on the <br />Forum 'lIldlhe Colorado River Basin Salinity Control Advisory Council (Council). The <br />Council W:I' created by Seclion 204 of the 1974 Colorado River Basin Salinity Control <br />Act (Puhlic Law 93,320). Like the Forum, the Council is composed of gubematorial <br />repres~nlali\'es of the seven Colorado River Basin states. Both the Council and Forum <br />serve important liaison roles among lhe seven states, the Secretaries of the Interior and <br />Agriculture ;lIld the Administralor of the Environmental Prolection Agency (EPA). The <br />Council is directed by slatute to advise these federal official5 on the progress of the <br />federal/slall: cost-shared, basin-wide salinity control programs, and annually recommends <br />to the Fclkral agencies what level of funding it believes is required to meet the objective <br />of assuring continuing compliance w;lh !he basin-wide waler quality standards. As the <br />Wyoming Slate Engineer, ] am charged with the general supervision of the waters of the <br />Staie Dr Wyoming pursuant to the Wyoming State Constitution. I am one of Wyoming's <br />
