Brown
Colorado Division of Planning
1845 Sherman Street
Denver, Colorado 80203

Dear Mr. Brown:

RE: DRAFT EIS/NARROWS UNIT, SOUTH PLATTE DIVISION, PICK-SLOAN
MISSOURI BASIN PROGRAM

We have reviewed the above draft E.I.S. on a geologic basis. Our only concern
deals with the following statement as fOWld on III-59 "Shoreline slumping is
not likely since the soils at the shoreline are not high in clays or silts
which would become unstable when they are saturated."

Much of the area that will form the proposed shoreline is composed of eolian
sands of late and early Recent age (Sand Hills Formation). The mode of
deposition of these soils (wind blown) leads in many cases to poor primary
compaction and subsequent failure under load or when wetted. Our concern
is in regards to possible subsidence under the above conditions. We
recommend that if a thorough soils investigation in this area has not been
completed, that it be done so and reported in the E.I.S.

Sincerely,

;;//t ~~

L.
