028<')
Mr. Carr011 W. Griffin
January 12, 1976
Page 4 .

NARROWS DAM
DDH FlLE 04-00-00

this meeting as treatment would be dependent on final determination
of grades. However, I did state that the Division of Highways was
in no position to provide any funds for a grade separation.

11. There was discussion by the County Commissioners and some of the
landowners as to the proposed alignment and grade of the relocation
of the eas terly end of County Road lJ. The problem in thi s secti on
of roadway being that it also would be subject to being under water
for the same periods of time as noted under ltem 2. ' Although there
did not seem to be a final resolution of this problem, Mr. Work and
the landowners indicated a preference to eliminate as much out-of-
direction travel as possible.

12. In discussion of design standards for both S.H. 144 and County
Road U, I stated and Mr. Work requested that the Colorado Division
of Highways Standards as required for Secondary Roads be used as
the design criteria. The design would be based on a minimum design
speed of 55 M.P.H. for the 1994 traffic volumes based on anticipated
visitor day useage (original figure submitted being 1,350,000
visitor day annually which Mr. Eggen stated was the figure now being
used in your projections).

A. At the request of your office, this figure of 1,350,000 visitor
days was previously given to our Planning and Research Depart-
ment to translate into traffic volumes (A.D.T.) on the various
road systems. A copy of these projections are attached.

B. Based on those 1994 traffic projections, the typical section
and right of way requirements would be as follows:

S.H. 144 - 1994 ADT - BOO to 1,500
Minimum Right of Way width - 120'
Typical Section - 2 - 12' paved travel lanes
- 2 - 8' paved shoulders

County Road U - 1997 ADT - 350 to 600
Minimum Right of Way width - BO'
Typical Section - 2 - 12' paved travel lanes
- 2 - 6' Paved shoulders

A copy of our Design Standards and Typical Section are attached.

13. Insofar as the Vlestern portion of County Road U (not scheduled for
relocation) would not be rebuilt, Mr. Work felt and requested that it
be brought up to the standards noted in Item 12, as it would be part
of the total loop around the reservoir.
