Mr. Dick Brown
January 12, 1976
Page 2

0273

6. NPDES permit information on page 111-46 should be updated since
all Great Western plants now have permits. The report should
also recognize and include water quality data on the South Platte
collected and analyzed by this Department.

7. We feel the impact on sal inity in the South Platte (page IV-12
and VI-2) is inadequately discussed. The report should note that
the net result of increased reservoir evaporation coupled with
increased irrigation will be an increase in the mean TDS concen-
tration of South Platte waters at the State line. Numerical
projections ~f this increase should be a part of the EIS.

8. We concur wi th the concl us ion that eutrophi c condi tions are
unlikely in the reservoir and that it will adequately serve to
settle out suspended silt. We also recognize that the project
will probably result in a net benefit with respect to water quality
by providing a quality fishery where one does not presently exist and
by stabIlizing streamflow in the lower South Platte therby reducing
somewhat the problem of bank erosion and bottom scouring.

Very truly yours,

_,OR, :~EC~Wl;~:Z0 CO",'OL "VISION

Johathan Scherschligt, P.E.
Planning Engineer
Water Quality Management Planning Section

JS/mb
