<br />On~1 <br />.~,~ <br /> <br />The Narrows Unit will be a multipurpose development <br />which will furnish supplemental water and provide flood control, <br />recreation. and fish and wildlife development. Potential future <br />municipal and industrial water could also be furnished. <br /> <br />storage water would be released as necessary from the <br />reservoir to supplement irrigation within the 166.370-acre service <br />area of the Lower South Platte Water Conservancy District. and. <br />through exchange, 120,700 acres in the Central Colorado Water Con- <br />servancy District. The project would make available. on the average. <br />140.700 acre-feet of water annually. including 21.300 acre-feet of <br />divertible return flow to supplement irrigation requirements on the <br />acreages indicated above. The Narrows unit would reduce irrigation <br />water shortages in both of the aforementioned water districts. Appli- <br />cation of this supplemental water supply would produce net irrigation <br />benefits totaling $4.113.500 annually. <br /> <br />The Narrows Reservoir will provide a major flood control <br />facility for that area of the state below the reservoir to the state <br />line. The Corps of Engineers has evaluated the flood control benefits <br />to be derived from the construction and operation of the Narrows Dam <br />and Reservoir. These benefits would total $800.000 per year. <br /> <br />The project would also provide major fish and wildlife <br />and recreational benefits. The reservoir will be the largest ever <br />constructed in the state and will contain a permanent pool of <br />approximately 50.000 acre-feet. The Narrows Reservoir and Jackson <br />Lake will provide a major warm-water fishery. The fish and wildlife <br />and recreational benefits were evaluated by the U. S. Fish and wild- <br />life Service and the National Park Service and annually would total <br />$828.300 and $2.296.000. respectively. <br /> <br />Based on July 1975 prices. the estimated project cost, of <br />the Narrows unit totals $139.025.000. Annual costs. including <br />equivalent of investment and operation, maintenance and replacement <br />costs. would total $5.458.100. Total annual benefits would amount <br />to $8.038.700. resulting in a benefit-cost ratio of 1.5:1. <br /> <br />The total right-of-way requirement for the proposed <br />development will include 2.350 acres of Federal land and approxi- <br />mately 42.465 acres to be acquired in fee title. Present land use <br />within the proposed right-of-way boundary includes about 33 percent <br />irrigated cropland. 38 percent pasture. 3 percent dry cropland and <br />other drylands. 25 percent river bottom lands. and 1 percent river <br />channels. <br /> <br />-2- <br />
