Implement an Information and Education Program to Increase Public
Awareness about Endangered Fish Species and Threats to Their Habitats.

An infonnation and education program has not been developed for the SJRRIP, but planning for this
activity will be included in long range budgeting after the 7-year research effort is completed.

5.7. Implement and Maintain an Adaptive Management Program to Ensure Conduct
of Appropriate Research and Management Activities to Attain and Maintain
Recovery of Endangered Fish Species. The Biology Committee Will Meet as
Frequently as Necessary, but at Least Annually, to Evaluate Research
Activities, Management Actions, and Recovery Strategies to Refine and
Improve the Program for the Endangered Fish Species of the San Juan River
Basin.

Adaptive management has been an important part of the SJRRIP since itwas initiated. Research,
which has been the main focus of the Program to date, has been adjusted as new information has
been gained. Because much of the research is based on comparison ofresuIts between years, several
years of study are needed before accurate conclusions can be reached. This Summary Report is one
of the components of a good, adaptive management program as it provides an overall review of the
success, or lack thereof, of the SJRRlP. Funding for external peer review was included in the 1996
Program budget and initiation of the peer review process began in late 1996.

Recommendations

Many of the recommendations made in the 1995 Integration Report were included in research efforts
conducted in 1996. Those recommendations included development of a common database, more
emphasis on larval drift near spawning areas, additional emphasis on the lower river due to changes
with the barrier near Lake Powell, and pilot studies related to reintroduction of Colorado squawfish.
Most of these studies were mentioned in this report, but the first actual research results will not be
discussed until the 1997 Summary Report. The following includes both new recommendations
based on findings from 1995 studies and some 1995 recommendations that were not initiated in
1996.

Current Research

Field research efforts have been curtailed in 1997 to enable a major effort in data integration and
reporting on the results of the research that has been conducted to date. Research that will be
continued include monitoring adult and young fish, examining contaminant effects on squawfish,
and continuing some habitat studies.

The Integration framework and timetable developed by the Biology Committee in 1996 needs to be
rigorously followed to allow completion of the milestones and objectives of the LRP by 1998.

San Juan River Recovery Implementation Program
Summary Report

iv

17 January 1997
PR-576-2
