<br />. <br /> <br />I <br />.(,. <br />co <br />~ <br />~ <br />c <br />o <br /> <br />. <br /> <br />. <br /> <br />THE HONORABLE TED <br />AUGUST 19, 1993 <br />PAGE TWO <br /> <br />O'LEARY <br /> <br />As to the philosophical question of whether it is appropriate <br />for a private party to "benefit" from the federal program to reduce <br />salt loading in the Riverl it is entirely appropriate. As we <br />understand the proposal, Aqua-Chem assumes all technical and <br />finanoial risks of its process. The Colorado River is an <br />interstate river and Aqua-Chem (or any private operator) will be <br />paid by the Bureau of Reclamation for salt removed under the <br />Salinity control program legislated by the United States congress. <br />Only if salts are actually removed frolll the river will any <br />federally-appropriated money be paid to Aqu~-Chem. <br /> <br />River District staff have long been involved in several forums <br />addressing Colorado River salinity issues throughout the basin. As <br />we understand it, Aqua-chem's present proposal appears to be <br />appropriate, constructive, and cost-effective. <br /> <br />This is to encourage the city Council's favorable <br />consideration of a resolution supporting Aqua-chem's (and/or <br />similar proposals) pursul~ of the proposed construction and <br />operation of a salt removal facility to improve Colorado River <br />water quality. <br /> <br /> <br />RCF /CJT/vms <br />c: Glenwood Springs City Council <br /> <br />_.
