River District's <br />perspective on the proposed desalinization plant. <br /> <br />First, plant siting and local land use decisions are clearly <br />local governments' sole purview and, accordingly, we will not <br />address these issues. However, because reduction of total <br />dissolved solids in the Colorado River is of interest, we will <br />address the potential significant benefit of the Aqua-Chem (or <br />si~ilar) proposal as we understand the information made public to <br />date. Some time ago the River Oistrict Board passed a motion in <br />support of the concept of desalinization. <br /> <br />The United States BureaU of Reclamation (the responsible <br />fed~ral agency) estimates half the salt loading in the Colorado <br />River comes from natural sources. Of these, the springs issuing <br />into the river between Dotsero and Glenwood Springs have been <br />identified as large contributors. For 19 years a congressionally- <br />mandated basin-wide federal program has been underway to remove <br />salts from the Colorado River to'comply with our treaty obligations <br />with Mexico and to increase the productivity of the river for its <br />users in the seven basin states. <br /> <br />Reduction of the salt levels in the colorado River Bapin can <br />increase productivity of irrigated farm lands using Colorado River <br />water. Closer to home, orchardists and grape growers in the Grand <br />Valley have expressed concern about salinity levels in the river. <br />Successful treatment of the "salinity" introduced by saline springs <br />between Dotsero-Glenwood Springs would be beneficial to the entire <br />River. <br /> <br />'."....,,- -,.y.:>" '..'.'" . <br /> <br />, . ;-; ...~ <br />
