INTRODUCTION

o
OJ
~ where needed in areas not covered by the Geological Surveyor Bureau of
~ Reclamation has also participated extensively in preparing this report.
Data collected by the Metropolitan Water District of Southern California
have also been included in this report.

Below Hoover Dam, water quality along the main stem of the river is
determined by analyzing daily samples taken at key stations. Data ob-
tained above each project diversion and below the return flow from each
project show the effect of irrigation on water quality in each section
of the river. Data are obtained periodically at various points along
the river and in drains in cooperation with the Geological Survey, the
Colorado River Indian Agency, the Metropolitan Water District of Southern
California, the Imperial Irrigation District, and others.

D. Scol2.<:

This repo~t presents data concerning (1) the historical ~~antity a.~i
quality of the flows of the Colorado Rive:c ani its principal trib:ltaries
for the 1941-68 period; (2) a.~ evalu~tion of historical conditions modi-
fied to reflect p~esent development; and (3) a projectio~ of the range of
salinity conditions resulting from future development at 17 selected sta-
tions in the basin. The p::J-sential for salinity control and the current
status of salinity co~trol activIties are also discrrssed. A section of
the report is devoted to water q:lality parameters other than salinity.

E. Water Quali~..Leg:!:slation

In aidition to the legislative requirements p:revIorrsly discussed for
studies of water quality in the Colo~ado River Ba3in, other legislation
authorizes the Secretary of the Incerior to condrrct various activities
directed toward the p:rotection and enhancement of water q.1ality.

The Federal Water Pollution Act, P.L, 84-660, as a:nended (P.L. 8'7-88,
P.L. 89-234, P.L. 89-753, and P.L. 90-224), established a w,tion~l policy
of water quality enhancement throU3h the prevention, control, and abate-
ment of water pollutio.1. Th-2 Secretary is directed by the act to cO::Jper-
ate .ith other Federal and State agencies as well as involve m.1~icipali-
ties and industries in the development of comprehensive prograns aimed at
reducing the water qrrality degradation in interstate streams a'1d associ-
ated tributaries.

The Water Q;.1ality Act of 1965 amended the Federal Water Pollutio~
Control Act to require tpe establishment of water q.1ality standards for
all interstate waters. Tnese stan, iardswere to consist of water qual-
ity criteria a::ld a plan for implementation and enforcement of the cri-
teria. Estaolish:nent of s'.lch standards ,las thus required for the
Colo~aio River a.~d its interstate tributaries.

5
