<br />3. Additional information on fluctuations in ground water <br />tables is needed. The committee recommends that well measurements <br />be gathered by the personnel of the office of the State Engineer through <br />the water commissioners and their deputies. <br /> <br />4. The water appropriation act should be amended to enable the <br />proper district court to grant an appropriation decree for ground water <br />storage and ground water recharge. <br /> <br />5. The irrigation district acts and the water conservancy act <br />should be amended to permit bot h irrigation and water conservancy dis- <br />tricts to engage in ground water management, storage and recharge. <br /> <br />6. An act authorizing the organization of a ground water con- <br />servation district for ground water management, conservation and re- <br />charge upon petition of the landowners merits serious consideration by <br />the incoming legislature. Additional research and consultation with the <br />legislative committees is needed before the drafting of such an act can <br />be undertaken. <br /> <br />7. A study commission for preparation of an integrated or mas- <br />ter plan for a river basin and the preparation of legislation after full <br />consultation with federal, state and local government agencies, ditch <br />companies and cities and towns merits serious consideration by the <br />assembly. <br /> <br />8. A complete recodification of the ground water law should <br />await further research. <br /> <br />Within a few days a new administration will assume its task of <br />guiding the federal government. Its "NEW FRONTIER" indicates <br />its determination to move forward. Optimum use of ground water should <br />be one of its objectives. Cooperation between the states, the local govern- <br />ments, the irrigation organizations, the cities and towns, and the federal <br />government is imperative. There is now in existence at the sub-cabinet <br />level a guiding agency in water resource development known as the <br />INTER-AGENCY COMMlTTEE ON WATER RESOURCES. This committee <br />consists of representatives of the seven federal agencies, DEFENSE, <br />INTERIOR, AGRICULTURE, Ll\BOR, COMMERCE, FEDERAL POWER <br />COMMISSION and HEALTH, WELFARE AND EDUCATION, Associated <br />with this committee are five field committees, The Missouri Basin <br />Inter-Agency Committee, the Arlcansas Red -White Inter-Agency Committee, <br />the Pacific Southwest Inter-Agency Committee and the Northeastern <br />Resources Committee. <br /> <br />- 9 - <br />
