<br />The federal INTER-AGENCY COMMITTEE ON WATER RE- <br />SOUR CES commonly referred to as ICE WATER, should be requested <br />to create a special subcommittee on ground water. This subcommittee <br />should be given thepO\\Br to mobilize from the many federal depart- <br />ments the outstanding men in the fields of geology, hydrology, <br />economics and law who have devoted their efforts to ground water de- <br />velopment. This sub-committee at the federal level should have ade- <br />quate representation from the various states in each of the fields so that <br />this effort can be truly cooperative and include all agencies of the <br />federal government and responsible independent representation of the <br />states. <br /> <br />Once the personnel has been mobilized that committee should <br />gather all available information on ground water and its various aspects <br />and make this information available for use by the states. I am not <br />presenting a blueprint for such an organization, I am presenting an idea. <br />Problems are not easily defined. Solutions are much more difficult to <br />seek, and even yet more difficult to achieve. An inventory of our past <br />experience, a definition of the field of research to be undertaken and the <br />will to cooperate can give us a better ground water program adjusted to <br />the local areas. Such a program would lead us on the road to optimum <br />ground water use. <br /> <br />- 10 - <br />
