The federal INTER-AGENCY COMMITTEE ON WATER RE-
SOUR CES commonly referred to as ICE WATER, should be requested
to create a special subcommittee on ground water. This subcommittee
should be given thepO\\Br to mobilize from the many federal depart-
ments the outstanding men in the fields of geology, hydrology,
economics and law who have devoted their efforts to ground water de-
velopment. This sub-committee at the federal level should have ade-
quate representation from the various states in each of the fields so that
this effort can be truly cooperative and include all agencies of the
federal government and responsible independent representation of the
states.

Once the personnel has been mobilized that committee should
gather all available information on ground water and its various aspects
and make this information available for use by the states. I am not
presenting a blueprint for such an organization, I am presenting an idea.
Problems are not easily defined. Solutions are much more difficult to
seek, and even yet more difficult to achieve. An inventory of our past
experience, a definition of the field of research to be undertaken and the
will to cooperate can give us a better ground water program adjusted to
the local areas. Such a program would lead us on the road to optimum
ground water use.

- 10 -
