The Wilderness Study Area <br />is currently classified as a Class II area <br />under the Clean Air Act. Current air quality <br />meets those standards. Wilderness <br />classification for the Sangre de Cristo WSA <br />would not necessarily affect its Class II <br />designation. The role of the Forest Service in <br />any such proposed redesignation of National <br />Forest land would be one of making a recommend- <br />ation to the state agency. <br /> <br />Some concerns have been expressed during the <br />wilderness review that the Bureau of Land <br />Management would redesignate some areas as <br />Class I air quality under the Clean Air Act (as <br />amended 1977). The Bureau of Land Management <br />will continue to manage Wilderness Study Are~s <br />as Class II. <br /> <br />Reclassification of air quality will not be <br />made by the Department of Interior as a result <br />of recommendation for wilderness designation. <br />These are two separate processes under two <br />separate authorities - FLPMA and the Clean Air <br />Act. Wi Iderness recommendations are made <br />through the Secretary of Interior and the <br />President to Congress. Air quality <br />reclassification is made by the state and must <br />follow a process mandated by the Clean Air Act <br />Amendments of 1977. This involves the study of <br />health, environmental, economic, social, and <br />energy effects; a public hearing; and a report <br />to the Environmental Protection Agency. <br /> <br />b.
