,.--~

7, Protection

a. Air Quality.

There is no evidence to indicate that any
alternative would have an effect on the air
quality in the area. The Wilderness Study Area
is currently classified as a Class II area
under the Clean Air Act. Current air quality
meets those standards. Wilderness
classification for the Sangre de Cristo WSA
would not necessarily affect its Class II
designation. The role of the Forest Service in
any such proposed redesignation of National
Forest land would be one of making a recommend-
ation to the state agency.

Some concerns have been expressed during the
wilderness review that the Bureau of Land
Management would redesignate some areas as
Class I air quality under the Clean Air Act (as
amended 1977). The Bureau of Land Management
will continue to manage Wilderness Study Are~s
as Class II.

Reclassification of air quality will not be
made by the Department of Interior as a result
of recommendation for wilderness designation.
These are two separate processes under two
separate authorities - FLPMA and the Clean Air
Act. Wi Iderness recommendations are made
through the Secretary of Interior and the
President to Congress. Air quality
reclassification is made by the state and must
follow a process mandated by the Clean Air Act
Amendments of 1977. This involves the study of
health, environmental, economic, social, and
energy effects; a public hearing; and a report
to the Environmental Protection Agency.

b. Fire.

Provisions for fire control to protect resource
values are permitted in wilderness, and more

81

(1:')6i~O
...... J
