Effect of Wilderness Designation and <br />Management on Adjacent Lands. <br /> <br />The designation of the WSAs as wilderness would <br />preclude some wildlife habitat improvement, <br />particularly winter range improvement, which is <br />needed. This could have an adverse effect on <br />adj acent lands by contributing to over use of <br />wildlife winter range on these lands. The <br />boundary modifications would help to alleviate <br />this effect. <br /> <br />d. Value Comparison. <br /> <br />Availability of an area for wilderness <br />designation is determined in part by a <br />comparison of the value and need for the <br />wilderness resource with the value and need for <br />other resources.
