<br />-,-~_ .<<'_ ,,,'.,....,,'.._.:,L~_..n _,,",.,:"'-X.. <br /> <br />Important parts of this criteria include: (a) cons- <br />traints and encumbrances, (b) incompatible uses <br />(example: mineral rights outstanding), (c) effects <br />that wilderness designation would have on adj acent <br />lands, and (d) the need to intens i vely manage the <br />area for sustained yield production of resources <br />other than wilderness. <br /> <br />Bureau of Land Management criteria for availability <br />include: possible impacts of a wilderness <br />designation on other resources, how the WSA would be <br />managed if not designated as wilderness; and mineral <br />resource values. <br /> <br />a. Existing Constraints and Encumbrances. <br /> <br />The patented lands, mostly mining claims, may <br />have mineral values which would be affected by <br />wilderness designation. Surface impacts and <br />access needs could also reduce wilderness <br />values. These are significant although about <br />490 acres can be excluded by a boundary <br />modification. <br /> <br />Activities on the unpatented m1n1ng claims are <br />regulated by 36 CFR 228 and the effects on <br />mineral values and wilderness would be similar <br />to those of the patented lands. <br /> <br />The mineral leasing applications may represent <br />constraints on future management of the area. <br />However, the extent of these constraints is <br />unknown until a decision is made regarding <br />issuance of the leases. The issuance of <br />mineral leases will be affected by a wilderness <br />designation, with less area available for <br />leasing than under a nonwilderness allocation. <br />Mineral exploration and development under the <br />leasing program would affect wilderness values <br />on parts of the WSAs. <br /> <br />b. Incompatible Uses. <br /> <br />The boundary can be modified to avoid some of <br />the conflicts with existing non-compatible <br />uses.
