On an individual basis, a <br />small shift in recreation services opportunities, such as <br />outfitter guide services for example, could occur under <br />the suitable alternatives. <br /> <br />All of the alternatives are compatible with county goals <br />and objectives as expressed in their policies and <br />comprehensive plans. <br /> <br />Saguache County expressed concerns, however, in <br />coordination with Federal agencies and in retaining <br />options for vehicular access, multiple use, or mineral <br />resource development. The unsuitable alternative tends <br />to address those concerns. <br /> <br />C. Wilderness Suitability or Unsuitability <br /> <br />The standards to be met by components of the National <br />Wilderness Preservation System were established in the <br />1964 Wilderness Act. Forest Service Policy requires that <br />capability, availability, and need for wilderness be <br />established in determining the suitability or <br />unsuitability. <br /> <br />The analysis of wilderness suitability on National Forest <br />lands was based on capability, availability and need as <br />primary criteria which were then subdivided into parts <br />for specific analysis as shown under each of the <br />criteria. The Bureau of Land Management, Management <br />Situation Analysis WSA used nine individual criteria. <br />These criteria were then integrated into the capability, <br />availability, and need criteria for the purpose of <br />analyzing the environmental and administrative <br />consequences of the alternatives on lands administered by <br />the Bureau of Land Management. These criteria are also <br />shown under the capability, availability, and need <br />categories. <br /> <br />1.
