Regional Director Gentlemen: During a meeting in Albuquerque o~,September 14, 1960, Bureau representatives requested that Public Service Company of New Mexico re- state its proposal of April 4. 1960, to wheel power from the Colorado River Storage Project on the basis of power and energy delivered to project customers at the Albuquerque poi~t of delivery. The purpose of this modification would be to permit comparison of the wheeling offer with the .Bureau's yardstick transmission system without the necessity of evaluating transmission losses at tnis timeo The resulting comparison would be promised upon the assumption that transmission losses for both systems would be approximately equal. Accordingly, our offer to wheel electric power and energy for the Co1~rado River Storage project may be considered as outlined in our letter of April 4. 1960, to the Secretary of the Interior, or if you prefer we would be willing to transmit power and energy for the BUre&ll under either of the following proposals: 1. A capacity charge of 50~ per KW per month based upon the maximum demand delivered by the Bureeu at tbe Albuquerque point of delivery at 115,000 volts during tbe preceding 12 month period; transmission losses associated with tbe power deliveries to be fur~ished by the Bureau; or, 20 A wheeling charge of 1025 mills per KWH delivered .tit Albuquerque at 115,000 volts; transmission losses associated with the power deliveries to be furnished by the Bureau.
