Clinton
Regional Director
U. S. Bureau of Reclamation
Regional Office, Region 4
P. O. Box 360
Salt Lake City 10, Utah

Dear Mr. Clinton:

CRSP Transmission System

On September 13, 1960 a meeting was held in my of~ice between
representatives of the Bureau of Reclamation and the Public Service Com-
pany to further consider our proposal for wheeling CRSP power over
Company facilities in lieu of coastruction of certain transmission lines
by the Bureau as a part of your "yardstick system." As a result of this
meeting, we advised your representatives that we would study the power
flow data mailed to us last week which was further supplemented on
September 13 as a result of the meeting. We stated that after further
review of this data we would advise your office of our proposed wheeling
charges to designated Bureau load centers.

rate of
losses.

For purposes of your study we suggest that you use a wheeling
1 mill per kilowatt hour plus 6% of power and energy to cover
The wheeling to be covered is as follows:

1. poncha Junction to a point near Pueblo. Colorado which
is flexible as to exact location.

2. poncha Junction to Dillon Substation to interconnection
with the Dillon-Green Mountain 115 kv transmission line.

3. Such intersystem flows as may occur from Montrose to
Cameo as a part of the transfer of energy from CRSP
system in the Montrose-Curecanti area to the "Range1y-Craig" load centers.
These flows would be over the new Cameo-Montrose 115 kv line which was
proposed in our presentations of last year and which was activated
for immediate construction by our Board of Directors on
September 12, 1960.
