<br />OBJECT IVE 1 <br /> <br />Provide technical assistance to individual, <br />local government, and special district <br />appl ;cants for federal drought rel ief. <br /> <br />r!Gr'p~ ,-2: SUBSTATE MANAGEMENT AND RESPONSE AGREEMENTS <br /> <br />OBJECTIVE 2 <br /> <br />Monitor targeted concerns and reporte thereon to <br />the State. <br /> <br />OBJECTIVE 3 <br /> <br />Review and implement local policy in drought- <br />related areas of concern. <br /> <br />Implementation Guidelines <br /> <br />,. Initiate and carry out measures necessary <br />to provide infonnation on available federal <br />programs, program status. and eligibility <br />requirerrents: <br /> <br />. sponsor workshops, seminars, and/or <br />other citizen participation forums as <br />appropriate; <br /> <br />. obtain public service space for local <br />media (newspaper. radio. and/or <br />television) coverage; <br /> <br />w <br />co <br /> <br />. obtain and distribute informational <br />literature; <br /> <br />. take action as necessary to participate <br />in meetings of local interest groups <br />and organizations (e.g.. Cattlemen's <br />Association, Grange). <br /> <br />2. Act in an advisory capacity to assist <br />applicants in the completion of appli- <br />cations: <br /> <br />. obtain copies of and become familiar <br />with each type of application form; <br /> <br />. interpret program rules and regulations; <br /> <br />. advise of proper application and sub- <br />mission procedures; <br /> <br />. take action as necessary to resolve <br />apparent conflicts, slippages, and/or <br />impediments to the timely processing <br />of applications. <br /> <br />3. Provide information on state activities and <br />programs: <br /> <br />. establish a network of working relation- <br />ships among representatives of state <br />agencies assigned in the region. <br /> <br />Implementation Guidelines <br /> <br />Reports are to be submitted monthly, in a <br />format mutually agreed upon. <br /> <br />1. Monitor the impact of the drouQht in the <br />region and provide the "Drought Severity <br />Report. II <br /> <br />2. Monitor the application process and the <br />applicability of programs for individual <br />and local government applicants and provide <br />"Municipal Water Update: and the "Individual's <br />Status Report. II <br /> <br />3. Monitor the efficiency and effectiveness of <br />federal agencies I activities and programs and <br />provide the "Federal Agency Activity Report. II <br /> <br />. visit federal agencies I local and/or <br />district offices as necessary to establish <br />working relationships with staff; <br /> <br />. request that the local offices provide <br />regional drought coordination offices with <br />weekly activity summaries and/or produc- <br />t i vity reports. <br /> <br />4. Evaluate the effectiveness and productivity of <br />federal programs in the region by comparing <br />information provided by federal agencies to <br />that provided by individuals and local <br />governments and provide the "federal <br />Agency Activity Assessment. II <br /> <br />5. Objectively assess regional drought <br />coordination activities and provide <br />the "0bjective Review Report. Assemble a technical advisory committee to <br />provide a forum for public participation and <br />input into poliCY development. <br /> <br />2.
