<br />3.0 PRO G RAM MAN AGE MEN T <br /> <br />Program management as it is used in this report refers to the adminis- <br />trative functions and tactical requirements of executing policy. Those require- <br />ments include program ~lanning, implementation, monitoring, information net- <br />working, and reporting. <br /> <br />In Colorado, drought management was carried out on the State and subs tate <br />regional levels. Thus, this section is divided into three major subsections: <br /> <br />. regional program management <br /> <br />. State program management <br />. aggregate program activities. <br /> <br />The section concerning regional program management provides an overview <br />of the implantation of the regional substate organizations into the State's <br />overall drought management mechanism. Therefore, the regions are treated from <br />the perspective of the State's planning and implementation roles. The State was <br />the lead entity in the organization of Colorado's drought response; therefore it <br />is important to understand the progression of events involved in the planning <br />and implementation of the regional drought response programs. The first two <br />parts of the discussion regarding the regions, then, describe the planning <br />process and the subsequent imp 1 ementat i on process. As a resu lt of the <br />discussion, the reader should have a clear picture of, first, the concept <br />inherent with the regional drought management approach; second, the intended <br />structure, organization, and activities of the regional programs; and third, the <br />variations which necessarily occurred within the regional management plan <br />during its transformation from concept to reality. The regional discussion <br />continues with a general overview of the decision-making structures which <br />developed within the regions once the drought management programs were in place. <br /> <br />The next subsection, dealing with the organization and role of the Office <br />of the State Drought Coordinator (OSDC), is brief. The management activities of <br />the OSDC touched, either peripherally or deeply, virtually every drought <br />response program undertaken in the State. The OSDC subsection of this report <br />serves three purposes: First, to provide a brief overview of the organization <br />and structure of the office; second, to categorize its general functions and <br />activities; and third, to describe, in some detail, the dynamics of the OSDC <br />coordination role. \ <br /> <br />The third and final subsection within this "Program Management" section <br />delineates and describes the program activities assumed at the regional and <br /> <br />2Ibid. <br /> <br />32 <br />
