The result was that the Governor, in order to maintain a <br />handle upon the policy direction that the Council would take, played a more <br />direct role in the activities of the second Drought Council than he had in the <br />first. <br /> <br />Due to the presence of the Governor and legislators among its membership, <br />the second Drought Council may be characterized as an influential bOdy with a <br />vested interest in serving constituent needs. This factor, in concert with its <br />power to allocate $103,868, contributed to the increased involvement of the <br />second Drought Council in active policy-making and implementation. <br /> <br />31 <br />
