3

0019

PART II
HISTORY OF INVESTIGATIONS

The Granada Project investigations were started in connection

with the Arkansas-\>hite-Red Rivers Basins Investigations. A recon-

naissance was made during the period 1951 to 1954 of an offstream

reservoir located astride the Colorado-Kansas State line on the

right side of the Arkansas River. The reservoir would have stored

surplus flows of the river for beneficial use in Colorado and Kansas

and provided some fish and wildlife benefits. The studies indicated

possible feasibility and the results were briefly covered in the AWR

report. "A Report on the Conservation and Development of the Water

and Land Resources", Part II, Section 2, Volume A, page 21. Further

investigation of the damsite led to its rejection because of the

excessive cost of cut-off trenches needed to assure a reasonably

watertight reservoir. As an alternate to the Granada site, consid-

eration was given to conservation storage in the potential Syracuse

multiple-purpose reservoir located about six miles upstream from

Syracuse, Kansas. This site which would provide benefits to Kansas

was reported by the Corps of Engineers in the above mentioned AWR

report .

A reconnaissance of the ground water development between

Holly, ColoradO, and the Colorado-Kansas State line and a study

,

of a reservoir site on Cheyenne Creek were made in 1956. Informa-

tion developed did not warrant further investigations.

In fiscal year 1958, the Bureau of Reclamation started a

feasibility investigation of the conservation and irrigation

function of the potential Syracuse Reservoir. These studies
