<br />12 <br /> <br /> <br />0027 <br /> <br />Modified streamflow <br /> <br /> <br />Flow conditions in the Arkansas River were substantially <br /> <br /> <br />changed with construction of the John Martin Reservoir on the <br /> <br /> <br />river about 18 miles above the city of Lamar, Colorado. The <br /> <br /> <br />reservoir, completed in 1948, provides storage and regulation of <br /> <br /> <br />flood and winter flows of the river. Releases from the reservoir <br /> <br /> <br />are made in accordance with provisions of the Arkansas River <br /> <br /> <br />Compact between the states of Colorado and Kansas which became <br /> <br /> <br />effective May 31, 1949. <br /> <br /> <br />Modified State line flows used in this report were obtained <br /> <br /> <br />from an unpublished John Martin Reservoir operation study dated <br /> <br /> <br />September 1952, made in connection with AWRBIAC investigations by <br /> <br /> <br />the "Subconnnittee on Hydrology and Sedimentation for Colorado". <br /> <br /> <br />The subcomittee was composed of representatives of the Colorado <br /> <br /> <br />Water Conservation Board, the Colorado State Engineer's Office, <br /> <br /> <br />Bureau of Reclamation Pueblo Area Office, the Corps of Engineers, <br /> <br /> <br />Albuquerque District, and the Soil Conservation Service. <br /> <br /> <br />The surplus State line flows used in the Granada Project <br /> <br /> <br />studies are those flows in excess of the estllnated Kansas ditch <br /> <br /> <br />requirements as set forth in the John Martin Reservoir operation <br /> <br /> <br />study above referred to. <br /> <br /> <br />The average annual State line flow is about 222,000 acre- <br /> <br /> <br />feet for the period 1921~1956, as modified to show the effects of <br /> <br /> <br />John Martin Reservoir as if it had been in operation since 1921. <br />
