With this level of <br />expenditures, the local economy, particularly labor and related <br />services, will be temporarily impacted. Based on the 1982 Lower <br />Gunnison rp.port. employment in th~ area coulr1 increase by 2<;0 <br />during project implementation. <br /> <br />In order to get Stage One constructed, several Federal <br />agencies and the Colorado Division of wildlife agreed to an <br />environmental monitoring program. This program began while Stage <br />One was being constructed and will continue for several years. <br />The results of this monitoring program will be used to evaluate <br />the environmental assessment that is required on stage Two. No <br />additional construction ean occur without assessing these <br />environmental impacts. <br /> <br />A major institutional undertakinq will be required to <br />organize the individuals of each of the private lateral systems. <br />This formal organization is required by the Bureau of Reclamation <br />for contractinq purposes to ensure the proper operation and <br />maintenance of the installed structures. <br /> <br />Onfarm Proqram <br /> <br />The onfarm program of the Soil Conservation Service in the <br />Grand Valley Unit consists of providing cost-sharing and <br />technical assistance and planning service for farmers to improve <br />irrigation facilities and management practices. Some of the <br />improvements in the Grand Valley area include the lining of <br />ditches, placing some ditches in pipe, installation of water <br />measurinq devices and flow control structures, land leveling, <br /> <br />-17- <br />
