Site-specific measures, such as reshaping, drainage, and <br />revegetation, would be required in construction agreement(s). Wetlands cannot be used for <br />disposal of spoil or any other material. Prepare special environmental stipulations for the <br />development of material source areas, including special designs to prevent damage to wetland <br />areas in washes next to construction material sites. <br /> <br />4. Develop construction specifications and schedule activities to minimize disruption of <br />services to residents. <br /> <br />5. Develop construction specifications and obtain any needed permits to comply with State <br />and Federal water quality laws and prevent pollution. <br /> <br />6. Comply with applicable ordinances and regulations concerning the use of sand and <br />gravel. <br /> <br />7. Coordinate plans for salinity control and habitat replacement with land-use plans of other <br />local, State, and Federal agencies, including on-farm improvements planned by the NRCS. <br /> <br />8, Minimize construction impacts such as dust, noise, erosion, and traffic disruptions by <br />enforcing environmental protection measures during construction. <br /> <br />9. Review cultural resources reports and determine effects for areas to be disturbed by <br />pipeline instaIlation, used as construction material sites, or developed for habitat <br />replacement. Complete recording and evaluation of the South and East Canals and laterals <br />systems. Identify unsurveyed areas and complete detailed surveys prior to disturbance. <br />Consult with the State Historic Preservation Officer to avoid or mitigate impacts to sites <br />listed or considered eligible for listing on the National Register of Historic Sites. Monitor <br />construction activities near recorded sites. <br /> <br />10. Complete hazardous material surveys on parcels prior to acquisition. Do not acquire <br />contaminated lands. <br /> <br />11. Where potential habitat occurs and prior to construction, complete surveys for <br />threatened or endangered plants. This includes the endangered clay-loving wild buckwheat <br />and associated candidate plant species (the adobe penstemon and the Colorado desert <br />parsley). If found, consult with the FWS and modify designs to avoid plant locations. <br /> <br />12. Detennine where potential habitat exists for the endangered southwestern willow <br />flycatcher and conduct surveys for nesting pairs. Surveys should be completed in the spring <br />before construction activities are scheduled. If found, consult with the FWS to identify <br />protection measures. Such measures might include scheduling activities to avoid disturbing <br />the birds, and restoring habitat at replacement areas. <br /> <br />II <br />
